it would be nice if you didnt have to have a job to qualify, but if you bicycle to work you might be able to get $100/month for 3 months from 511contracosta. they are attempting to encourage car drivers to give cycling a try. i dont know how they would check that someone was actually a car commuter before hand. if i had a job i'd apply, but alas, the unemployed are not eligable.
